Way too low quality. You need as little pixelation and/or jpeg artifacts/blocking as possible for Tone Curves and Contrast Enhancement to work. Zoom in and you will see how bad those caps are. PhotoShop is just enhancing the jpeg blocking instead of enhancing what is underneath the dress.

I tried Reb but all I managed to do was highlight jpeg blocks and hide what was there. I even tried Dodge and Burn, which is considered faking in some circles, but that didn't work either.
