To cap, you'll need get a dvb-t (digital tv) tuner for your PC/MAC. They are available in both Internal (PCIe [express] and PCI cards) and external versions (USB stick).
Depending on the type of digital tuner you buy, it may or may not come with software to view and record live TV. Most of these TV tuners come with software you can use to view and record live TV but some might not, but regardless, there are software solutions available for those situations (most of it isn't free though). If you get a card that relies on Windows Media Centre to be able to view and record TV, you may also need to get software to convert your recordings from .wtv to a more workable format like MPG, to make it easier for capping.
