Channel 9 (WIN) breaks up and sometimes has poor picture quality where I am as well. If the original footage is not good SD or HD quality then there's nothing I can do to improve the quality for the enlarged section.

It's blurry because the original was badly jpeg artefacted when enlarged and the enlargement process (B-Spline vector with enhancements for those interested) blurred the image whilst cleaning the atefacts.
....that's....very blurry!
